Views don't mean anything for whether he's good for cultivating black republicans. PSY's Gagnam style has over a billion and it doesn't mean that he's good for the future of music.
Views just mean that the people who are already inclined to like what he said got it shared through message boards, facebook, twitter, etc. They are often said in front of virtually NO black people.
He does what most of your black republicans--and democrats, hell even white republicans and democrats--do: elicit an emotional response from the sizable "He showed him" crowd.
Look at the first few words of the titles of "articles" from his website: "The Dirty Little Secret...", "Video BOMBSHELL...", "Watch Ted Cruz rip Mitch McConnell a new one", "WHOA", "Here are the disturbing facts...". It's political tabloid speak with title resolutions that UPWORTHY pioneered to manufacture clicks. Like the James Patterson of the political world, he can get a lot of readers without a lot of substance.
I'll tell you two things it would be hard to find him talking about: real economic development in areas that have a hard time building AND--the most elusive message in politics--how voting republican can actually help black people more than voting democrat will.
No he doesn't talk about those issues, because those points require a nuance that restrict him from using his most effective tool; eliciting an emotional response.

Yelling in this particular video is one thing. He does it everywhere though. Honestly, look at his blog and count the titles that feature words in all caps.
I wonder if it's a calculated move or if he just doesn't notice it.

It's terrible IMO but it is what it is. What West does energizes the base getting into the weeds about the pros and cons between a consumption based or income based tax system put people to sleep. One thing I give the DNC credit for is distilling economic issues down to consumable soundbites that reinforce the proletariat versus bourgeois mindset.

If he thinks yelling at someone he's negotiating with, like he yells everything else, is going to be effective, I'm pretty sure he'll fail dismally. But the yelling does appeal to the emotions of people who are ready to fall in line.
