In think it stands for "Dropped third strike" allowing batter a chance to go to first.

Was there any explanation of the balk call? It looked like the pitcher stepped off the mound first? Or is this one if those calls by an ump that "it's a balk when I see but can't explain it"...

He failed to step away from the rubber by stepping off with his back foot moving towards second first. He basically picked it up and stepped backwards toward first as if timeout had been called which it hadn't. I think he was just so rattled he wanted to slow things down.

A meltdown is a meltdown. TCU had one to give NCS a big lead then it reversed.
