Work for the police. The background checks aren't too stringent. They'll give you one for free. Including ammo. And train you to use it. And if you really hate somebody, have a friend phone in an anonymous tip that they're a drug dealer. When you no knock raid their house, just see it look like he was holding a weapon when you fire away. You'll of course be roundly punished for murdering neutralizing your enemy with a few weeks of paid leave and a few weeks of paid desk duty before returning to your normal patrol.

For the love of God, don't give John any crazy ideas. Some poor soul will do time for defending themselves against him.
