RE: Obama’s Former Chief Of Staff: Obamacare Rollout A “Big Embarrassment”…
watching Greta's show and they showed the post-congressional meeting with the website creators. You'd swear they KNEW the code was crap cause the two witnesses (she refused to speak) had the looks on their faces like "We took your money, so go f--- off".
RE: Obama’s Former Chief Of Staff: Obamacare Rollout A “Big Embarrassment”…
Of course they KNEW it was crap. This is a management failure by the government, and the decisions and actions taken by the government would make it obvious to anyone with any level of experience in either management or software development that the whole thing is a cluster ****.
http://www.cnn.com/2013/10/24/politics/c...e-website/ Wrote:In more than four hours of testimony before the House Energy and Commerce Committee, officials of companies hired to create the HealthCare.gov website cited a lack of testing on the full system and last-minute changes by the federal agency overseeing the online enrollment system.
...
In the first detailed account of what happened, officials of four contractors involved in the website creation described a convoluted system of multiple companies operating separately under the oversight of CMS, a part of the Department of Health and Human Services.
Each said their individual components generally performed as planned after internal testing, but all conceded that CMS failed to conduct sufficient "end-to-end" testing of the entire system before the launch.
"The system didn't receive adequate end-to-end testing," declared Andrew Slavitt of Optum, while Cheryl Campbell of CGI Federal added "no one ever gets enough time for testing."
Campbell, whose company has a contract worth a possible total of more than $200 million for its work on the system, noted than an end-to-end test conducted within two weeks of the launch caused the system to crash. She said it was up to CMS to decide on proceeding with the rollout.
Slavitt, whose company stands to make up to $85 million for its work, acknowledged that unexpected volume at the start overwhelmed the "enterprise identity management" or EIDM entry portal blamed for the initial blockages.
He and Campbell blamed a decision by CMS within two weeks of the launch to require users to fully register in order to browse for health insurance products, instead of being able to get information anonymously, as originally planned.
While the technical change to require registration was easy, the result was a much greater burden on the system that it failed to handle, Slavitt and Campbell said.
In other words, we have amateurs and incompetents in the highest levels of government ... this is one area that Obama deserves credit for, as he has created the government in his image.
Quote:McAfee said he would have told Congress to effectively start from scratch on the HealthCare.gov website.
"I promise you this cannot be fixed without at least scrapping the front-end processing, which is more than half of the systems," he said. "Seriously, if it were me and I were running this and I had been asleep in a hospital for two years and woke up to this mess, I would say OK, throw it out and start over. But start over in the right way."
I heard him interviewed on the radio. Essentially the design of the web page is a client/server model. The web page is downloading everything to the client for processing and then getting a big upload of the results. That works fine for things like doctor's offices and small businesses, but it won't scale. The amount of bandwidth required for thousands of uses is simply unsustainable.
If he is telling the truth, the front end of this thing has to be completely redesigned. Who knows what the back end looks like...
RE: Obama’s Former Chief Of Staff: Obamacare Rollout A “Big Embarrassment”…
This is actually a perfect metaphor for all the problems with Obamacare.
It won't scale. Neither will top-down, government-driven health care. Or at least it never has. The largest top-down, government-driven health care system in the world that works worth a damn is Sweden--with 6 million people. And even they can't come up with a solution to the problem with excessive delays. And make no mistake, Obamacare is a top-down, government-driven solution. Unlike single-provider it relies heavily on private-sector physicians and hospitals to provide health care, and unlike single-payer it relies on insurance companies to handle payments for services, but both will be working within very stringent government-imposed regulatory straight jackets. And the regulations can be expected to become more draconian over time.
Come to think of it, maybe that explains it all. Leftists generally don't understand scale problems. They think that because an alternative energy source works in a lab test, we should just be able to convert to it globally tomorrow. They think top-down health care can work because they don't understand the scale problems. This probably blindsided them because they didn't foresee the scale problems. Economies of scale work fine in a theoretical setting, and frequently they carry over in the real world. But in complex processes that have to be managed, there are often far more and far larger diseconomies of scale.
