It's amazing how seemingly every single soccer team in England fits into the English system somewhere. According to that wikipedia link the system is 24 levels deep! It's pretty cool that, in theory, if a team at the lowest level won like 1,000 games in a row they could move up to the top level. = )

I would prefer a college football division with:
- 10-11 regular season games. There are too many filler games right now between power schools and FCS programs.
- A 16 team tournament that *could* be expanded to 32 if deemed necessary.
- A pure selection system based on record, SOS, power rating, conference rating, home/away. I don't care if 8 of the 16 are in the SEC - it should be based on MERIT.
I'd have no issue with a MAC team or SBC team in the tournament. I don't mind if there are two of them, either - provided that each team sent is a top-16 outfit.
A 10-2 Florida State that lost the ACC title game should not miss the dance because the Sun Belt sent an 8-3 Arkansas State team there.
Small schools should be given an equal opportunity - but they should have to earn their own way via good performance. They should have their SOS and record weighed against other options by a selection committee.

You are not going to eliminate those games going to a Div2 or FCS 10-11 game regular season. If you have a 10 game regular season, you've just made it even more urgent to have six home games, which for most schools means two payday games in the season plus eight home and away games. If the conferences have eight conferences games, you're more likely to have eliminated games against marquee schools from other power conferences.

The money could be rigged in favor of the top conferences/teams. Some things that could be done include:
1) The higher seeds in the playoffs get more money.
2) The higher ranked teams make more money from the ladder games.
3) The conferences would get different TV contracts for their conference games.
4) Winning playoff games/the championship could be worth money.
5) Winning ladder games could be worth money.
6) Maybe if a ladder game is shown on TV at all or in a prime TV spot it's worth more money.

I think the reason for going to this system is that it would make more money total. There are lots of TV/big interest "moments" to sell.
Don't people get it? "Rigged in favor" of the power conferences actually is not good enough. The money and access advantages need to be *guaranteed* (not just 99% likely). Every action by the power conferences since the old Bowl Alliance was formed has been based on this principle: ironclad, 110%, guaranteed money and access whether the conference champ is 12-0 or 6-6.
I'm not saying that it's necessarily fair from an on-the-field standpoint (although off-the-field, the power conference definitely have the case that they're the ones bringing in the vast majority of the money and interest into the system), but this is what they have always done. More total money is irrelevant unless the power conferences are still getting 90% of that total money like they are doing today. The last thing that they want is an NCAA Tournament-style revenue arrangement in college football (which is effectively what the OP is asking for).
