I would go with direct transfer of money at the federal level, via the negative income tax or consumption tax prebate, and push the focused and means-tested aid programs out to the states, who could do them or not. Since I would also do French health care, which would lift a huge Medicaid burden off the states, they would have money to do it. Basically let the feds provide a basic safety net and the states supplement. I would expect to see variations from state to state, as they experiment with options, and out of that would further expect the best options to be identified and replicated.

In that model, I would expect food stamps to be adopted in some form on a widespread basis by states. More liberal states would do them because they are liberal. More conservative states would do them because conservative states tend to be more rural, and that means farmers, and farmers like food stamps because they increase demand for farm products. What would be interesting is how various states developed procedures to reduce fraud, and how those procedures got adopted elsewhere.
