And this will happen for defense (protection of markets and resources) and to help the most powerful protect their resources. Responsibility through it will be upon the Superpower to enhance the standard of living throughout their sphere of influence and that is in their self-interest because doing so will eliminate much of any potential threat if the vast majority of people lead improved lives.

Do that in all 3 spheres of influence and the chance for peace exists, at least until one feels they have taken the technological advantage.
