They give the Hep B at birth because it's relatively harmless and newborns exposed to Hep B are at a VERY high risk of severe complications. You also prevent against false negative tests of the mother. Hep B is highly contagious and can survive on surfaces for up to a week. It's also transmitted through microscopic amounts of blood or bodily fluids, even from asymptomatic caregivers.
