Broadband Internet (which is what was changed under Obama) was separate from a phone, although they allowed you to bundle phones and internet through a single provider (not a phone, but potentially a hotspot for broadband internet for computers and such). Totally separate things, and if you had a f'n clue about computer networks, internet, and the like, you'd understand that.
