Hell, they have been firing them inside Russia since the Kursk incursion began---they just were not firing the longer range ATACMS from their HIMARS systems in the Kursk area. The Ukrainians have been firing ATACMS into Crimea and Russian occupied areas of Ukraine for some time now---so they absolutely know how to do it.

His source is because Putin said so. Putin also says that satellite data from the US was crucial. That is ‘maybe’ true but the Ukraine intelligence seems to have quite a presence inside Russia so its possible they chose their own targets.
