Protective Stadium is owned by the Birmingham - Jefferson Civic Center, who runs the convention center, the 17k seat municipal arena, and Protective. These issues are well known and ongoing. There really isn't any leverage - no competitors to show them up, no outraged stockholders. Bureaucratic management. It sucks, but there it is.

I don't know how, but the BJCC mishandles almost every game at Protective. It's actually quite impressive how good they are at being bad.
