I think the answer here is it depends. I think the presnap penalties that continue to make the offense start out with 1st and 15 is a bad thing. I think the unsportsmanlike conduct penalties, particularly by Ivan Pace, are a bad thing if for no other reason it now appears the refs are now assuming the worst of him and throwing the flag when they might not for other players (see the play where they called Ivan for tapping Rashee Rice on the head after the play was over).

I would agree with Mark's point if we were just steam rolling the competition. If were beating teams 49-14 and had 10 penalties called on us-- who cares. When you are winning 29-27 and 28-24, it makes all the difference in the world.
