Three City Council Members Calling
For Probe Into FedExForum Funding
Three Memphis City Council members yesterday called for a federal investigation into the FedExForum parking garage, as well as “all other aspects of public spending on the arena project,” according to David Williams of the Memphis COMMERCIAL APPEAL. The garage was built with $20M in federal funds and was supposed to be a not-for-profit park-and-ride facility, but a “traditional profit-making parking garage was built and then operated by the Grizzlies.” A Tennessee DOT (TDOT) report said that the city of Memphis and the Memphis Arena Public Building Authority “‘tailored’ drawings and plans to qualify for government funding” and then built a different structure. TDOT Commissioner Gerald Nicely said that blame “could be pointed at ‘everyone involved, because of the rush to get the project on the ground.’” Williams notes the project is no longer eligible for federal funds, so the state “essentially is taking over the $20[M] funding obligation,” which allows the team to continue operating the garage for profit. City Council member Myron Lowery said, “We’re looking for the protection of the federal government to make sure that taxpayer dollars were spent the way they should have been spent -– indeed, not only for the parking garage, but for this entire facility” (Memphis COMMERCIAL APPEAL, 6/13).
