You may reconsider setting up JMU as an examplar school that "makes" $40m+ in "revenue", to contrast against Louisiana ... according to the details available at your link, 70%+ of JMU's revenue is student fees, versus about 2% of Louisiana's. Indeed, JMU channels $40m directly from student fees into their Athletic Department, while Louisiana channels less than $20m via Institutional/Government support and Student Fees. Adding a less than $5m 2019 deficit at Louisiana doesn't actually swing that comparison.

The point IWokeUpLikeThis makes is more central to the issue ... the state of Louisiana has a population of 5m, while Texas has nearly 30m, with the large majority in the eastern half of the state ... simply the DFW or Houston metro areas are more people than the state of Louisiana, and the regions centered on Austin or San Antonio are each similar.
