The metrics for the World University rankings are:

Teaching
Volume of research
Citations (research influence)
International Outlook (staff, students, research)
Industry Income

For this reason you'll see the liberal arts schools fall back behind the heavy research institutions. The metrics of the USNWR and the AAU puts a strong emphasis on liberal arts.

When I saw it, I figured research was a heavy component.
International outlook doesnt do is any favors either
