Yeah, from a cyclist's point of view it looks like a disaster.

They mentioned they used wheels, handlebars, seats, etc from a donor bike they received. I imagine they were required to use that 100 year old technology on those parts. The part they were responsible for was to use fluid dynamics within the constraints of the competition parameters, which likely change every year to keep teams from copying previous designs.

Apparently they did an excellent job, as their placing points out.
