Southern Utah, Abilene Christian, Stephen F Austin are full Division I FCS members. Tarleton Stare and Utah Tech will be in a few years. UTRGV is supposed to start up. That's 6.

And until then, the ASUN football schools get them to 6, on paper at least.

True, but they are dependent on the ASUN and on UTRGV actually starting a football program. Independently, the WAC needs UIW. And even then, they will have to wait for Tarleton and Utah Tech to qualify.
That will be 2024 at the latest.

Then maybe UIW should wait until 2024 to join.

If UIW is joining the WAC, it’s now or never.
