Generally speaking, DePaul is so far behind the rest of the Big East (in current program state and general resources) and the administration has been so incompetent for so long (though that's theoretically addressed with the new AD) that it's hard to make up ground. Theoretically they could become annual tourney contenders again but it's a herculean task that not a ton of hot coaches want to take on. The new arena isn't as big of a draw as it could've been since it's still off campus.

Yes, DePaul is trying to compete in the Big East on an A10 budget. They’ve done so their entire time in the conference. They’d have the third largest budget in the A10. They’re next to last in the BE and spend less than half of what Villanova and Marquette do and far less than GU, SJU, Providence and UCONN too. That’s not a recipe for success no matter how competent any administration may be and potential applicants are well aware of that fact.
