It says perform from the stands, not sit in them. And it's not like there were many people in the away stands anyway. Can probably figure out some sort of formation ideas (though it probably works best if you keep each section more or less on the same row of the stands; lateral moves across the benches with an instrument are way easier than going up/down those stairs with an instrument [at least if your instrument is a drum]).
That said, given that vocal performance is a super-spreading event (see that choir in Washington state) and most instruments require breath, probably not a good idea generally. Unless you wanted to watch the Marching Owl Percussion and Electronics Ensemble, and who wants to be that MOPEE?

I'd rather be MOPEE than a bunch of SOBs.

Of course the way the MOB is heading, they could soon be the Marching Owl Percussion and Electronics Duet, or MOPED.
