Here's the amazing thing: The mayor doesn't have to. I'm a parent. I can be responsible for making choices for my kids. They've managed to survive thus far.

Society does have an obligation to protect children. You might be vested the most, but the community (whether local, state, or federal) has vested interest in their survival and education into adulthood. Both for social and economic purposes.

Obviously not saying you, but plenty of parents have said "I can be responsible for my making choices for my kids" and end up not making responsible choices for their kids, which sometimes affects the larger community.
If anything is clear at this point, it is the this virus is not going to cause mass casualties among our children. They have about as good a chance of being struck down on the playground by a bolt of lightning in a pop up thunderstorm. Can it happen? Sure. On a scale worthy of shutting down playgrounds or youth sports? No way!
