I would imagine its a major no no for a mayor to go against the governor and break the law.

Is the governor the law?

If the governor, instead of our moronic president, had told us to drink bleach, would we be obliged to do so?

What does the power to open and close public property have tp do with making you drink bleach?

Or have anything to do with compelled mask wearing? Or have anything to do with enforcing social distancing? Or have anything to do with selecting which businesses get to operate and which don't?

You may be a fan of big brother. I'm not.
