An example is in FY '15, NIU received just north of $91.1 million from the state. By FY '17 that had dipped to $48.3 million. A huge hole for a few years, held together with cuts and bailing wire. Now most of annual hole has been filled, but even still, not completely. That doesn't count for inflation and the damage sustained by years of half budgets. Any public spending process for something major is slow. They're still backfilling the damage and anything new has to be proposed, vetted, put out for bid, reviewed, vetted again and then finally get to a shovel. There's always a lot more involved that many consider.
