Doubtful. He’s been waiting on the offer from them and it just hasn’t come. If he turned them down it would have been as public as all the others that turned them down. He’s continued to be their fallback as they try for better.

Well first they discuss mutual interest, then they negotiate and make an offer (which is generally when it goes public). In the Cronin thread there's a link to where Chad says he thinks Mick won't accept 2nd fiddle status at UCLA. It's quite possible Mick shut them down before they ever got to the public offer stage (presumably after the offer to Dixon or Barne's).
