Villanova had an opportunity and wasn't willing to do it seriously.

Taking a quick look, it looks like these are the only privates doing FCS with scholarships (Ivy/Pioneer don't offer scholarships):
Abilene Christian, Incarnate Word, HBU in the Southland
Hampton and Howard in MEAC
Villanova in Colonial
Elon, Wofford, Furman in Southern
Monmouth, Gardner Webb, Presbyterian, Campbell in the Big South (most of the Big South)
and Patriot League-but they just recently started adding scholarships. They were like the Ivy before.

None in the midwest or west. Only a handful in the northeast. Rest in south, mostly in leagues with similar schools in the SE.
