Imagine the notches are removed and a player runs into a wall where a notch had been. The players attorney would hammer UC and it's insurer with the "Notches were for safety and you removed them!"

I always thought that removing the first few rows of seats was the only aspect that improved safety, and the notches were implemented not as a safety measure but to allow a regulation soccer field. I hope we can fill in the notches while leaving the rest of the wall intact... I believe that would satisfy most people.
