Today the State of Hawaii officially released the RFP to build a new Aloha Stadium and surrounding entertainment district including housing, hotels, and retail.

The state will invest $400 million of taxpayer funding (already appropriated by the legislature and approved by the governor) and the selected developer will pick up the rest of the tab for construction, operations, and maintenance. In exchange the developer will receive a 99-year lease to the 98-acre project site and receive all of the sub-lease and other revenue generated from the various activities there.

Today's RFP release keeps the project on its planned timeline, which anticipates that proposals from developers will be submitted by mid-2024, a preferred developer will be selected by the end of 2024, a contract between the state and the preferred developer will be executed by mid-2025, and the stadium component of the project will be completed in time for the Hawaii football opener with Kansas in August 2028.

The RFP requires that the new stadium have a minimum of 25K seats and include premium suites, a club lounge and loge boxes. However the state is hoping that the competition to be selected will motivate at least some of the developers to propose building a larger stadium with 30K to 35K seats.
