The second level needs to be completed behind/beyond the new East stands. Whether that is tearing down the RF upper deck or connecting the East stands to the upper deck. The cost to tear down the RF upper deck back in 2015 was reportedly $9M. I would just as soon have an architectural firm figure the most aesthetic way to connect the east stands to the upper deck and call it a day. It would not be the first unbalanced CFB stadium and it would at least make it look like a football stadium like it did as Centennial Olympic Stadium.
