Fear mongering - tell that to the driver who broke no law driving in Avondale when he hit a black kid that ran into the street. He stopped but was shot to death by the father and a friend. The kid survived but the driver was shot to death for no valid reason. Oh yes "Fear Mongering"!

There was a Law and Order episode on this exact same thing, except the driver was Jewish, hit a black kid, and kept driving because he was in a dangerous hood. The passenger in the car, in Cincy, was black so the white driver thought he was safe. The father murderer told the black passenger to get out and run, then they shot to death the white driver.
