Also the offensive line is down to 9 available scholarship players, 2 of which are redshirts that have never played.
Just have to treat this as year zero. Collins is working with one hand tied behind his back roster-wise this year. He had a good class last year considering the shortened recruiting period for him, and is building an outstanding class this year. I don't know what your scholarship situation is but if you have some available I'd be hitting the transfer market hard as well.
With the redshirts from Seniors due to surgery he's already 2 to 3 over the limit for next year. I suspect some players, particularly on offensive line, are going to be told they're not ever going to see the field after this season if they couldn't make it onto the field this season. They had 4 or 5 who fit that description who transferred out last cycle. Apparently they expect quite a few more this cycle.
Regarding transfers .... he's already dipped into that market pretty heavy.

He signed more 4* players through transfer in those first few weeks on the job than Paul Johnson managed to sign in an entire decade. Sadly, about half these had to sit since they are on the wrong side of the NCAA slamming shut the transfer portal.
If you're going by raw talent and measurables ... the roster after this season will be better than any PJ had after 2009 when Collins' '07 class won the ACC title and then the crucial parts went pro.
