This sounds like a better idea to me, but I think they're concerned about blocking the view of the field from the concourse. It could probably be done more easily on the first level.

Those seats are extremely sparsely used anyway (that's where I usually sit). If money and engineering were no object I would turn the upper west into a row of suites moved to the front with a new press box on top of them. Move the 140 people who use the GA area to the south end zone (remove the tarps!). And then take off the upper east that is always empty so we can have great views from the suites. The we have a stadium sized for our current and projected place in CFB.

I’m guessing it would be prohibitively expensive/challenging to knock down the upper decks without damaging anything in the lower bowl.

That looks like an awesome model for Rice: the entire west upper deck (or at least, the portion between the 20 yard lines) could be devoted to suites, press box, and club room, with a spacious roof deck on top. It would make for an awesome entertainment facility on non-game days as well.

There are like 6 HS in the Houston area that have spent 50+ million each in the last 5 years.
A&M spent $650M on the Kyle field renovation I believe.

Just got back from a summer trip where we toured both the University of Alabama and Vanderbilt campuses (two schools I had never been to). Both campuses were pretty and shared quite a bit in common with Rice (Vandy much more so than Alabama though). Alabama's football stadium right in the middle of the campus and Tuscaloosa was what we shared in common with them (and I was shocked how little parking they had for the stadium).
Vandy is a lot like Rice and the city of Houston in its location and make-up (a heavily tree-covered campus). I didn't see its football stadium unfortunately. But while that campus is gorgeous, I was struck by a lack of architectural cohesiveness in its buildings and even trees (and they're building a lot of new buildings which further create to the disunity). While I'm sure they are doing a lot of things which Rice can look at as a model, I would say Rice should avoid copying some of the things Vandy is doing with its campus.
Downtown Nashville is interesting too. Its basketball arena is gorgeous (and puts the Toyota Center to shame). The NFL stadium setting is nice but from the outside glance, NRG Stadium is more impressive.

That seems pretty obvious, at first. Especially with the present HRS configuration. But if I had the dough to shell out for a box/ suite, why would I lay down big $ for end zone seats?

EZ suites are not as valuable. You have those when you've 'maxed out' your sideline suites and still have donors dying to throw money at you
Why not build a new elevator column outside the west side and then build new suites and press boxes just below/in front of the existing ones within the current footprint. You could even have a 'party deck' with shades and not obstruct any views... and the existing elevators and boxes could become 'service' areas for things not requiring expediency and storage. SHOULD be relatively inexpensive to build because unlike all of the other similar deals, we aren't trying to put an additional 10,000+ seats within the existing footprint, but can afford to lose 2,000 otherwise empty seats.

This is how it was explained to me. It's planned to occupy the top 20 rows, if what I was told is correct.

Do we have a committed market for these?
This feels cart-before-the-horse. We need more than 2500 people in the stands before it makes sense to put money into the stadium at all. And the only way to do that is to get a decent team (and even then with the conference and TV situation, the financial picture is precarious).
I just remember the opening of Tudor with the 100 black suits and a completely empty expensive chairback section.
