They've got issues that even a just and functional govt. would have trouble with. Add in the corruption and cronyism hurdles and it's an impossible task. If bankruptcy only meant selling off the politicians as well, they might benefit. But who would buy them?

One household deciding to pay their taxes won't make any difference in the quality of services provided. They certainly wouldn't see services representative of having to pay 10x their house value. Most of the money would go towards paying debt first, not immediately being applied to city services. Your point that it's people who aren't paying doing the complaining is moot. The ones who are paying taxes are getting the same lousy return on their tax money, so where is the incentive to pay? If you look at the situation from their perspective, where you have two options to 1) pay exorbitant property taxes and receive lousy services, or 2) not pay property taxes and receive lousy service, and you'd still choose to pay, then you're the retarded one (but we already knew that).

If the City uses imaginary assessments in calculating the tax why shouldn't they get imaginary payments in return?

And how many of the residents can actually afford to pay taxes on a property worth 10 times what they actually own? If they could, don't you think they might not live in Detroit any more?

Typical juvenile response from you. Not paying your income taxes will get you thrown in prison pretty quickly, and you pay sales taxes at the point of sale. I wouldn't expect you to pick up on the difference in scenarios though. These residents have obviously discovered that they won't be punished for not paying. If you could get away with not paying income taxes and not be punished, you'd be crazy to.
