It's mostly always been nothing but partisanship and we all know that. But I don't seem to remember prior negotiations being so all or nothing or tied to a bunch of other crap like a balanced budget amendment. In most cases I believe the votes were already there...it was just a vote only on the debt ceiling...and a total party opposition was purely political as the measure was passing regardless.

I think you meant to say republicans instead of democrats. In any event, there were no supermajorities in any of those years, at least not in the Senate where it matters most. Obama and the democrats had the only true supermajority in 2009 and part of 2010.
