The GOP made gains in the House and in the Senate in 2002, and then again in 2004, under George W. Bush.

The Dems gained in both houses in 2012, under Obama. That was the election that really paved the way for Trump. GOP donors and activists realized that the national leadership was simply hopeless. Especially after the RNC’s pathetic post-mortem in spring of 2013.
