Yep, not a single witness to the events, especially those threatened by Neely, recommended that charges be filed against the man who neutralized the situation.

The scum running the city knows people are victimized daily on those trains. There should be a police presence. Instead when citizens have to stand up for themselves the are victimized by a corrupt regime. Everyone has the right to self defense and an obligation to defend the innocent who are being victimized.
