Oh my gosh! Did he really use that language? Was it beeped out on the radio?

If he actually used those words and responded to reporters like that, the AD or President will have to respond in some way. That behavior can’t be overlooked - Penny or not. Whole thing is just a meltdown at the moment. Hate it for everyone.

He means healthy. The sad thing is Penny believes his team would be undefeated in 2022 if healthy. Conversely, he doesn't seem to see the teams mistakes as the self inflicted lack of discipline and poor coaching that it has been. The future looks bleak, and its not a good idea for him to vent in the postgame interviews.
