I think this is basically just a legal thing for a state university. I saw a posting for Texas's OC and DC positions too

This may be the Houston reaction. They post it to avoid a lawsuit, nothing more. They will still go through a search to find who they want.
IMHO the job posting laws for these executive positions are archaic legal vestiges that should be dropped. They reflect a bygone era, not the way business is done these days. In short they are a waste of time, and since time (on the job for some person in the department) is money, it's a waste of tax payer money.

I'm sure the claimant and his lawyer think otherwise, which is why it is being argued in court.
Bottom line is, this UNLV ad is just legal boilerplate, it complies with Nevada laws about public posting of positions. If Houston had done this rather than rush to throw $4 million a year at a coach that absolutely nobody else in the country was competing with them to hire, they wouldn't be in court.

An update: UNLV did not post to Indeed. Instead, Indeed picked it up from another site.
The #UNLVfb posting on Indeed was in error. It is university policy that all job openings are posted on a public site, but this particular opening was intended to be on one that is more targeted toward coaches. UNLV is trying to remove the listing.

So they pick the person, write the description to match the person, post it and then go through the motions and pick the person they originally wanted. It doesn't matter that there is no discriminatory intent.

But a job posting and resume collection makes no difference. That is not how executives, Department Chairs, School Presidents, Head Coaches and other highly compensated people are chosen to be interviewed. So why waste time and money on them. It is archaic.
If you want better outreach you need a Rooney rule, and an agreed oversight and reviewer of interview process. The NCAA is the only candidate for that role.
I just don't understand you guys thinking a job posting does anything at E team level jobs. Why do you even think that?
