I think for it to be corrupt it would require malice or understanding that it's corrupt. He really probably doesn't see anything wrong with it. I don't think he cares about the profit he would make from it. He just wants to parade world leaders around his property to show off because that's just who he is.

Mara lago is one mile from Palm Beach International, and they secure that location for the leader of the planet. The fact that other smaller leaders would be there would be of no consequence to how they secure the place. I mean, they aint securing the place better just because Macron and his mom show up.
