Missouri wasn’t available when Big Ten expanded with Maryland & Rutgers, Zibby. The Big Ten tried to go after ND, UNC, and UVa, and was unsuccessful.

Rutgers “belongs” with Syracuse, Boston College, Pittsburgh, etc. They’ll never be a good B1G fit. I’m glad for them because they’ll never be expelled and the next generation will never not know them as a B1G school.

Look, we all know Rutgers was added for BTN purposes in the NYC area. So nobody is saying Delaney's comment means that he thinks it was a mistake to invite Rutgers. They were invited to improve the bottom line, and as you note, B1G revenues have skyrocketed since they joined.
Nevertheless, there is a pride factor at work here. Delaney knows that around the nation, Rutgers athletics has become a punchline, and that irks him.

The 50 million is more than just the TV revenue. It's everything- NCAA money, CFP money, Bowl money, etc. It's the conference distro that they get now.

It was no secret Rutgers had a lot to do to even get the looks it did. The Big Ten assumed a lot of risk with this school. It turns out they may not have vetted them as much as others thought.
What a cheap shot.
But, hey, you didn’t want Pitt, Missouri, or Syracuse. You HAD to get Rutgers in there. Right.

He's mad at himself. Rutgers worked for a revenue boost last TV deal. Rutgers and several other Big 10 schools will be a detriment next time out. Content is going to reign supreme (with the T3 excepted) in the next set of deals.

On the flipside, you need "bottom feeders" to prop up the top teams (only so many losses to go around). If your bottom tier teams can also bring in money, that's a good thing I guess.
Let's put it this way, if for example you swapped out Rutgers for say Notre Dame, then either Notre Dame would no longer be a top tier team (on the field), or one of the teams currently at the top, would be bumped down. Sort of a zero sum game, with 9 of 12 games being within the conference.
