UConn has a decent core and added a great coach.

Memphis has an ok core but added a recruiter and TBD coach with most of his big recruits for 2019.

Um, I think you might need to look into UCONNs NCAA transgression/APR track record.

We are both prepared to skirt the rules to get back to relevance.

Answer to the question is TBD. My instinct is that UConn will rebound (whatever the definition) a little quicker than Memphis, due to a better core and a proven coach, but Penny is a wild card with recruits right now. Could be great or not. Roster is just too much in flux to have any real idea yet.

getting back to the old selves is different for each. Uconn has 4 natties in the last two decades. Memphis bar is lower, thus I chose them as I don't think Uconn will win multiple natties in the next decade.

I didn't think you were slamming UCONN. Just wanted to point out that the NCAA is is a farce for giving UCONN a 1 year ban for reporting a bad APR, while congratulating UNC for creating fake classes.
