This doesn't surprise me since ( correct me if I'm wrong) Mueller was widely respected and trusted by the GOP.

I seem to remember everyone saying he had an impeccable record.

Mueller was generally hated by a large portion of the FBI rank-and-file. He was called derisively "Bobby Three Sticks" because of his arrogance and the fact that he signed official correspondence Robert Mueller III. As far as what I have heard, Comey was not widely liked either, and his initial whitewashing of Hillary provoked something close to a revolt internally.

I think this is more establishment versus non-establishment than democrat versus republican, and in that calculus, both Mueller and Comey fit squarely within the establishment bloc.

In the case of Comey, I heard that it was because of this near revolt that he had to say that in his opinion Hillary showed poor judgement. Something he was not required to do.

Remember, Guliani had the information on Hillary before it went public. So there's no doubt there were those within the FBI who wanted Hillary to hang from day one.

I read it as being more of a conflict waiver. It would, I guess, also be considered unethical to go after your former clients. Personally, I would think he would have needed a release from his former clients in order to assume the SP position, guess not.
