Chechnya is the most autonomous and borderline rebellious region of Russia. There's a constant tension between Putin's federal authorities and Chechen authorities. To such a degree that federal agents have been threatened and Intimidated any time they try to operate in Chechnya. So I wouldn't call it the direct control of Putin. That said, I'm sure he's not sad about it.

This isn't a random act by some non-state actors. This is an appointed governor of a state ruled directly by Vladimir Putin. Kadyrov doesn't take a dump unless Putin okays it.
