It's not that too many poor are having kids... It's that too many middle and upper middle class are deciding to not have kids, or only have one snowflake, or just the "boy/girl" complete set.

Hardly all republican and some very very blue: California, New York - these two state are also heavily populated so not only is the percentage high but that percentage of a large total state population is huge count.
Also top 25: Washington, Illinois, Nevada, New Mexico, Oregon, RI, DC
Would be interesting to see the raw numbers of babies born on Medicaid in those states rather than percentages.

Going on the assumption that most of these folks were probably on public assistance before having these children....Why the hell do we not demand contraception implantation to receive public assistance? The last thing these people need is another mouth to feed that the taxpayers are going to pay for.

Id even add cash incentives and job training to facilitate such a program. At some point we have to break the cycle of institutionalized welfare. The new implants are good for up to 5 years...for women and men. They can be removed when a person removes themselves from the public dole.
