I didn't see a thread about it this week, so I thought I would go ahead and jump in.
1. La Tech
2. Western Kentucky
3. Old Dominion
4. Southern Miss (Mullens is coming back)
5. Middle Tennessee (Stockstill loss hurts)
6. UTSA
7. North Texas
8. Charlotte
9. Florida International
10. Marshall
11. FAU
12. Rice
13. UTEP
I see four tiers (FIVE) as we near the end of the season. The top teams, the solid teams, the very average group, the below average group, and the bad group.

I also see four tiers or five with the same rating like you have: The top teams, the solid teams, the very average group, the below average group, and the bad group.

1. LA Tech - Showdown in West, all La Tech
2. WKU - Could have beat very short handed NT even more
3. Old Dominion - Making me a believer
4. UTSA - La Tech made them look bad, but who else in the West
5. Middle Tennessee - What has happened?
6. USM - Mediocre at best
7. NT - Last two weeks slaughtered by best 2 CUSA teams
8. Marshall - Finally woke up
9. FAU - Solid victory over UTEP
10. Charlotte - Loser to Rice
11. UTEP - Can play when they chose to
12. FIU - Off last week
13. Rice - Hate to put Rice here after a victory

Admittedly I haven't watched a whole lot of Tech but I feel WKU has improved since you played them and are the best all around team in the league right now. Time will tell though and your head-to-head win will get you home field advantage.
Lately, what WKU has been doing in the league is quite impressive:
vs ODU 59-24 (an improved, relative to last season, ODU defense was shredded)
@ FAU 52-3 (no one in the C-USA blows out FAU, except for WKU three weeks ago, that is)
vs FIU 49-21 (FIU made it look better than it truly was by scoring two garbage time TDs)
vs UNT 45-7 (UNT still has some bowl aspirations)
IMHO, LaTech were not as impressive lately. Yes, they dropped 63 on USM, but USM scored 35 on LaTech, as well. UNT and FIU played closer against LaTech, too

It's because we give up garbage time scores a lot. Our starting defense is finally getting it together, but our second string isn't ready to shut people down completely.
And to whoever said it, WKU may be better than when we played them, but I think you can say the same about us.

We give up some garbo TDs.
@FIU, FIU scored on a drive extended by a meh PI. 44-24
Rice only scored on PAT block and vs our 2s. 61-16
@UNT, bad bobbled "INT" sets up early score. UNT only gets FG 2nd half. 45-24
UTSA, 49-14 by 4th quarter, lotta crappy garbage TDs followed. 63-35
Theyve dominated just fine
Not saying these matter. Each team just handles opponents differently.
H2H puts us on top. But people can have different opinions.
Both WKU and La Tech are very solid. WKU has played subs 90% of the 2nd halfs in most games since we have got healthy. The only reason I might give WKU a slight edge is because we was with out 6 plus starters for the Tech game and had the most injuries of the season and we are now pretty healthy
ODU still would have to win @FAU and home to Florida International. While they are the favorite in both, it is far from a given that ODU wins. But, hey, lets win @FAU and put a tiny bit of pressure on the Hilltoppers.
