There are 8 other members of the Summit. NDSU has one vote. Your assertion that there is a rumor the Summit are talking to Mankato is a rumor you started and not confirmed by anyone. If Mankato chose to move up, which they won't do; much like Omaha, because of hockey they would have to drop FB because THEY COULDN'T AFFORD TO FUND THE SPORT.

Omaha could have kept non-scholarship football in the Pioneer League, and later brought scholarships back. That was completely unacceptable to the XDSU's.

They have prevented the Slummit from offering football, which in fact threatens that league because they need baseball and men's soccer numbers to keep their autobid. Ask oneself, would the Cornhuskers be threatened by an FCS Omaha, or would an FCS Omaha be more threatening to the XDSU's, who now get quality prospects from Nebraska? Trev Alberts was hated in Omaha because he dropped their football and DII champion wrestling team. He could have easily kept non schollies football and even wrestling, as that would have placated much of the anger. The Slummit fans poo poo the idea that men's soccer and baseball are not strategically important, but Trev Albertsons had to start men's soccer to satisfy the Slummit. That is the exact opposite behavior for Alberts to have if he wanted popularity. But that was the price of DI admission to the Slummit, and those terms were not imposed on them by Nebraska or Creighton. The XDSU's wrestling has incidentally improved since Omaha dropped it, but the XDSU's won't add men's soccer probably ever, so Omaha soccer isn't a threat.
Find me a reference where Nebraska ordered Omaha to drop football to go DI. There is only speculation by XDSU fans who believe garbage and spin. The XDSU's want to be the heir apparents for MVC slots, and if Omaha had an FCS team, Omaha could jump to the lead with basketball success and an FCS team.
Have Kansas and Kansas St fought Wichita State desires to go FBS? Those two schools have much more to lose than if Omaha had gone FCS. Why would the Cornhuskers block Omaha FCS? Did the Cornhuskers attempt to block USD and SDSU FCS? USD is right across the Mo River from Nebraska, and they have much to gain too without Omaha football. NU has even played SDSU, so it's not like NU is boycotting the SD teams as threats.
The MVFC boards have stated that Omaha didn't want a Nebraska hockey team to compete with, so they agreed to drop football as their end of the offer. Well guess what? Nebraska's new Haymarket Arena has ice making capability. Omaha hockey fans actually like the idea of NU getting a hockey team because the city rivalry would be unreal. Cornhusker allegiance to football is strong, even among some Creighton and Omaha fans. But it doesn't necessarily extend to basketball and hockey.
Board posters here freely acknowledge the politics involved with conference affiliation, but Slummit fans seem to insist that there was no politics and the XDSU's are like virgin maidens even though NDSU's presidents have been run out of town for being crooks and scoundrels. Hmm....
