If the end desire is to get to 16 schools then...
If the end desire is to get to 16 schools in the big conferences, why doesn't the ACC go ahead and invite Cincy and UConn?
Or if the ACC is happy with the Notre Dame set up, then the ACC could just add one school to get to 16.

Uconn is a no because BC is blocking them and Cincy wouldn't be terrible but I haven't heard any interest by the ACC for them.

Everyone has this fantasy that we are going to end up with four or five 16-team conferences. It is not going to happen. What in the history of college football has ever been tidy or has even made sense?
I predict that everyone reading this post will be dead before that happens. Also, everyone reading this post will be planted firmly in the ground before Notre Dame joins any conference.
That's just how college football works and how it has always worked. There's more self-interest and greed and corruption in college football than there is in professional boxing.

The B1G is already at 16. That's the big secret. With the addition of John's Hopkins in Lacrosse and ND in Hockey, they have hit the sweet spot.

Delany of Big 10 is throwing out the ideal of a 22 to 24 team conference. He is looking at TV markets, and he has his eyes set on the ACC schools.

If not......then Delaney will not let it happen. He is run like all the Commissioners.

Agreed. BC's only blocking move is to talk down Uconn football. That's enough to sway the "football schools." I also don't think the former BE schools in the ACC have been very active in promoting Uconn.
I think the ACC is holding that last spot for a big name. You hear Penn State thrown around a lot. I think that is a fan pipe-dream fueled by rumors of Texas wanting in the ACC a couple of years ago.
In the mean time, Uconn and Cincy don't add enough revenue to make a net gain. The B12 is in a different situation.

The "football schools" don't need a lot of swaying on this one. And there are enough of them to make this a non-starter, with or without BC.

First off, I do not dislike UConn in any way, but I think Cincinnati and Then Houston or maybe stretching it, Memphis, would be in before UConn only because the NE corridor has far less Football recruiting territory to offer and fan support that already is covered by the ACC vs what Ohio, Tennessee and Texas have to offer the ACCN. Those 3 states mentioned all are Football first states. UConn strength is Basketball which the other 3 mentioned also play well in.

Outside of some sports analyst, and fans, who want things simple for their small brains to figure out, no one with power is working toward a 4/16 conf set up.
People who want it, want it because they see it as a neat, organized, logical set up. We are not moving towards neat nor organized, but rather a hodge pod that makes some as much money as they can get.

If that's true, I find it odd. (about Tennessee football talent)
6.6M people, two fairly large metro areas, SEC football culture. I would think as many high school P5 players come out of the state as say Mississippi or Louisiana. Feel free to smack that down with stats of P5 signees, etc.

Tennessee is Very much a Football state. With an ACCN covering the entire state You certainly would add a lot of viewership. I did say Memphis was a stretch but there is renewed interest in football and updating facilities and large investments being made. WVU would also fill the bill if ever released but Whom knows if that happens. The others are Currently Available if it came to that.

It's very much not good at producing high school football talent. UT is almost always the only good team in the state, and they have traditionally built their teams by recruiting out of Florida, Georgia, Virginia, Alabama, and the Carolinas. And, finding 6.5 million extra viewers of ACC content would be great. The problem is that there isn't an easy way to do it.
