I was wondering why I couldn't find him on 247 site, then realized that you spelled his last name as Rizzo in your first sentence. Your second sentence spelling of Russo was correct. Hopefully he works out.
I do remember a Philly mayor (and police chief) by the name of Rizzo many years ago.

Was he a hard core Rutgers commit? His offer list is very underwhelming which can happen if a kid is so hard core they shrug everyone off. Any free highlight links we can watch?

he was an elite 11 finalist, he doesnt have great offers because he was a strong solid to rutgers with their old staff for a long time ... when rutgers switched staff and hired our WR coach as OC ..seeing the ward offense being a pro-style he decided it wasnt a good fit
he was only decommitted for a few days and he had interest from lsu already..if he was willing to wait he would have gotten alot of other offers

His main recruiter, EJ Barthel, was director of recruiting for Rutgers under Kyle Flood. Barthel is now at Temple with the expectation he will be coming on full time. This likely played a large part in his commitment as well.
The switch in system had nothing to do with Rutgers not landing him. Ash and his staff did everything they could think of to try and keep him.

the first person our wr coach followed when he joined the staff and was fallowed by every member of the rutgers staff was QB jarrett guarantano ..
im sure the rutgers staff didnt want to "lose" him, he is still a highly touted qb
my honest opinion is they didnt show him crazy love and he didnt feel like he fit anymore so he decommited
note they will be running the offense we ran this year...and russo has a ton of strengths, mobility isnt one of them...and the xfactor in our offense is qb mobility..and though you dont need a dual threat qb to make it work..russo ran a 5 flat on his 40 yard dash...im sure he watched one of our games and decided "yeah this probably isnt me"
