Seems tickets aren't selling well. Didn't they do a ticket special at one time where it was 2 or 3 packages of select games.

It's marketing to sell more season tickets. There weren't many white slips of paper advertising available season ticket seats at the scrimmage/meet your seat event a few weeks ago.
The more season tickets sold the better.
