How are bowl decisions made/announced?

How are bowl decisions made/announced?
This is all new to GS so how is it done? Will we know before our last game if we are going to a bowl? Are agreements made by the schools or by the conference?

Once Texas State is eliminated from any possibility of a chance at a bowl, the process moves forward in an orderly fashion.

NOLA cannot announce until cleared by the CFP folks. Normally that is just before or just after Thanksgiving.

If it looks like we will have surplus teams AND there are likely to be shortages to fill the whole thing can bog down as the league may try to broker one of the teams with nicer records into a higher profile game. In 2012 conventional wisdom was that there would be no BCS buster if NIU beat Kent State and the Big XII would grab a second BCS slot and just cover all their bowls so a deal was worked that Liberty would take the winner of AState v MTSU (Red Wolves won easily) with the loser going to Mobile. Instead NIU busted, Iowa State was left without a dance partner, NOLA took the Cajuns, AState landed in GoDaddy, ULM picked up the vacant Independence Bowl and WKU went to Detroit. The latter one caused some issues as MTSU had placed ahead of WKU but WKU had put together a fantastic proposal. MTSU argued that as one of the three tied for second and having finished 2 games ahead of WKU they should get the bid. They had a conference call of the AD's and gave them the choice of MTSU to Detroit or WKU. They took the third path and voted that they league should send whichever team the Motor Pizza bowl wanted. The bowl wanted WKU.

So last minute messes aren't unusual. AState, MTSU, and WKU didn't know their bowl fate in 2012 until December 2. Cajuns and Warhawks got worked out earlier.

2012 is also the fateful year that La Tech turned down an Independence Bowl bid to avoid getting stuck with ULM. There were only 2 FBS teams to sit bowls out this year and they were 9-3 La Tech and 8-4 MTSU. Meanwhile, every 6-6 team got placed.
