For Poop and Giggles.
First, I know supposedly Notre Dame will never join a conference. However, for the pure sake Poop and Giggles, who would be the 16th team added to ACC football, if Notre Dame did join for football? The 16th team would become a full member in the ACC.

In this Poop and Giggles scenario, my top choice would be no one. This is going with the assumption that changes are made to conference championship game requirements. In other words, if there is no longer a requirement to have divisions, my preference would be to have 15 members.
Now, if changes are not made with the conference championship game requirements and you have to go to 16, I’m going to try and be realistic in that the 16th school will come from a G5 conference. Without other shifts in the P5 conferences, I just don’t see any schools leaving a P5 for the ACC. So, my guess would be Cincinnati.

OP said they would have to become a full member. navy would never be a full member of the acc. if they did come with nd, it would be fb only.
that said, i think it would be cincy.

I think you can strike off Kentucky,Navy & UConn. Now if Notre Dame did join I think one of their goals would be to try and maintain their national recruiting territory. They will want to have exposure in Texas & the southwest .

I understand the die hard ND fan and their desire to keep all things the same. Unfortunately, there was a time when ND committing to play x amount of games in a specific conference was never, ever going to happen. Well, it didn't in a sense when they joined the Big East. Then in order to leave and join the ACC, they were contractually obligated to play x amount of games. That amount of games was 5, which when you look at the grand scheme of things is a lot. Why 5? Why not 3 or 4? Now, you see the extension. If people want to believe that ND will remain independent forever, go ahead. Heard it all before. Now they are obligated to play 5 ACC football games. Do you really think the trend is to remain indy? ND administration is slowly transitioning ND into full membership. Do you really rush ahead and piss off all the donors by fully joining a conference or do you slowly make the transition and give your fan base the chance to accept that change is not bad.They play in the southeast, they get into FL and their OOC schedule allows them to play out west (one of the main reasons for not going to 9 games). A slow transition guys.
I say Cincy but if Texas somehow works its way out, then I think you will see Hook em Horns.

Some horrible options. Do not add more schools that just take revenue and don't add to it.
The ACC already has basketball covered....it needs football adds.
Just add ND and stop. Who cares if the number is uneven. Work around it.
That said, ND is NEVER joining the ACC in football .....pipe dream.

There's only one scenario I can think of that justifies further expansion (beyond adding Notre Dame for football, if and when...): if the ACC and ESPN determine that additional TV markets and/or more inventory is needed to launch an ACC Network along the same/similar lines as the SEC Network. In that case, I would think Cincinnati would get a look, along with Temple, UConn, possibly even Memphis and Tulane - and yes, of course, Texas if interested (along with possibly other Big XII teams). In fact Houston would not be off the table if ESPN was willing to pay for it (ultimately, THAT is the key - which team(s) would bring in $30M or more each).
