Is Rutgers the only school this applies to?
In the 2014 football season, Rutgers doesn't play a single opponent it played in 2013. Offhand I can't think of anytime in recent memory this has happened.

Definitely would seem to be a very rare occurrence. And oddly I hadn't even thought about it being the case until you mentioned it.

Western Kentucky is really close- the only team they play this year they did last year is Army. they play a sun belt team in mid tennessee- but didn't play them last year in conference play.

MTSU is already in CUSA. WKU played them in a OOC game last year.

didn't play them last year according to ESPN. WKU's OOC schedule last year was Army, Navy, Morgan St, Kentucky, and Tennessee.

Revolving Army and Navy while keeping PSU on the schedule will probably do it for these guys for some time. Once the Patriot schools start offering themselves to FBS opponents, Rutgers is going to have all it needs.

Revolving Army and Navy while keeping PSU on the schedule will probably do it for these guys for some time. Once the Patriot schools start offering themselves to FBS opponents, Rutgers is going to have all it needs.
I thought the Big Ten was putting an end to FCS games.

Its not a hard and fast rule, but rather something that is highly frowned upon after the 2016 season. Essentially schools already had their body bag FCS games scheduled for 2014-2016 and are being allowed to finish those contracts out. After that adding an FCS school to the schedule should basically be only to plug a last minute schedule hole. Whether it works out that way or not I don't know.

I don't think we even need to go that far. We can rotate the academies and play a Pac school. After that PSU and Md are in conference and drive able. I'd rather see us go after Fla/Ga schools for recruiting than add any FCS school, even with loosing the extra home game.

The B1G thumped its chest hardest on the subject before B1G-PAC fell apart, and the stance has been less decisive since. Iowa's got some games going into 2018. I don't think the B1G can really outlaw it, and if they did, I'd applaud the first state government to go after them for such a thing.
That said, yeah, it will be highly discouraged, but I doubt they can be eliminated. The B1G's asking for too much with nine conference games and the seven home games thing, on top of practically owning the scheduling from October onward. FBS scheduling is going to require a lot of flexibility the B1G is not historically known for.
For Rutgers, I doubt they'll routinely cycle through the Patriot, assuming they offer themselves up to FBS schools (Fordham aside, Holy Cross has BC in '18 and '20), but I'm sure they'll have their dalliances. It'll shut up whatever's left of the R1K types.

In moving to FBS, Appalachian State is close, the 2014 schedule features:
only one team they played last year, Georgia Southern;
only one other team they played recently, Michigan ('07);
two teams they haven't played in over a decade, Liberty and Troy;
one team they played once in 1938, Southern Miss;
and seven teams they have NEVER played.

Old Dominion has no 2013 opponents on the 2014 schedule, but they only played five FBS schools last season, so it's not quite the same thing.
And Hampton is the only school on this season's schedule that ODU has ever played, but again, only five FBS schools last season -- and none in the seasons leading up to it.

GOing forward there are rumors about a series with Connecticut, and we are putting Temple on the schedule in the next decade. The only FCS game I'd like to see on the schedule is Princeton for the 150th anniversary game but they are not likely to do it.
